I've faced Minmatar Scouts with similar shields and superior speed, but they die easily enough. Gallente and Amarr Scouts are pieces of cake as well. Caldari Scouts? If I can strip half the shields off of one, then that's a great accomplishment by my standards.
Damage mods. Damage mods apply globally and thus deal extra against shields.
I don't know what suit you run or what fit you run either. Just put an enhanced light damage mod (CPU/PG is so cheap compared to the 1% boost with complex) and shoot.
As you get better in one on ones you should be aiming a little higher to get extra damage to the head.
Don't let them get the jump on you. Check your six and all angles even with the HMG.
Be sure that you are using ample shields yourself. You don't want weapons that are strong against armor getting to your armor too quickly.
Don't strafe with HMG. If they are strafing just barely move the reticule left to right to maximize damage. If they are jumping then it shouldn't be an issue because you are already aiming higher than normal, starting level.
The ACR is strange because it's RoF is so high you can run out of ammo quickly. I still use it like a burst in non strafe 1 vs 1's to make sure I land the most shots and miss very little. Don't just hold the trigger until you are out and goto the SMG.
Switch the SMG for the Magsec. more range and more damage per meter and per second (i.e. at 40m you deal more with the magsec than with the SMG).
If you are a medium or scout suit when losing the 1 v 1's then consider running. A lot of people think that every fire fight should end with one person losing a clone. This is simply not true if you are a decent or better player. Sometimes you can get away and should learn when that becomes the appropriate strategy.
The fact remains that some Cal scouts run complete bricks with zero dampening and you just have to get the jump or avoid them.
I run an Amar Logi fit. I run 3 complex precision enhancers. Any scout with less than 2 complex dampeners (except for proto gal that has one complex damp) is visible. To include while cloaked in most cases. If you currently run a logi then I suggest you look for a fit much like the one I run.
